Fractional CTO
Big technology decisions get made by whoever happens to be in the room, and the bill arrives later. A fractional CTO is a part-time head of technology who sets your plan, guides your team and vendors, and helps you decide before you spend.

The detail
A fractional CTO is a part-time chief technology officer, the person who owns how your business uses technology. It is for founders and growing businesses that need that judgement but not a full-time executive. You get a technology plan, someone to guide your team and vendors, and help with the hard decisions before money is spent.
What is a fractional CTO?
In a large company, the chief technology officer is a full-time role with a team behind it. In a small or growing company the role is often empty. Decisions get made by whoever is available: a founder, a freelancer, an agency, or nobody.
A fractional CTO does the job part-time. We join your planning conversations, review work, question quotes and keep a clear record of what was decided.
Who needs a fractional CTO?
The same situations come up again and again:
- A founder with a product idea but no technical co-founder needs someone to judge what to build, and who should build it.
- A company that relies on one freelancer carries a risk it cannot see.
- A business with many unconnected tools wants a plan to simplify them.
- A leadership team preparing for investment needs clear answers about its technology.
What you get from a TechSum fractional CTO
A technology plan in plain language, so everyone knows where things are going and why. A decision log that records each important decision. Regular reviews of your vendors and developers, and someone to ask before you sign a contract or approve a spend.
We also help with hiring. If you plan to employ a full-time head of technology, we write the brief, help assess candidates and hand the work over.
How the engagement runs
At the start we study the business, the current systems, the contracts and the people. Where code and servers exist, we read them. You get a short written summary of what we found and what we would look at first.
After that the routine is steady: scheduled check-ins, key meetings, reviews of work in progress, and decisions written up. Between meetings, your team can ask questions as they come up.
What does good part-time technology leadership look like?
Decisions are made on time and written down. Vendors keep to the agreed scope. Technical debt, the shortcuts that make later changes slower and costlier, is listed and has an owner. The team knows what to do next and why. Over the months, the business needs us a little less, because the plan is clear and the people are more confident.
How the TechSum Standard applies to a fractional CTO
- Secure by default: access to your systems and accounts is reviewed early, and shared passwords and forgotten admin accounts are among the first things fixed.
- Built to scale: every recommendation is weighed against where the business will be, not only where it is today.
- Tested before it ships: we check vendor work and releases against the plan before you sign them off.
- Looked after after launch: the role is ongoing by design, and the decision log means nothing important lives only in one person's head.
- Small changes handled, not invoiced: a quick question about a quote or a vendor email gets answered between check-ins, not billed separately.
- Honest advice: if a vendor is doing well, we say so. If a project should stop, we say that too, even when stopping means less work for us.
What a fractional CTO connects to
A fractional CTO often directs work across the business. Product ideas lead to Product Development. Security and privacy questions lead to Trust, Security & Compliance. A deal under review may need technical due diligence. AI decisions are technology decisions too, and if AI is the main focus, a Fractional AI Officer works the same way alongside AI Systems & Automation. Because one team covers all of these, advice and delivery never pull in different directions.
When a fractional CTO is not what you need
If you need a full-time executive in the office every day, hire one, and we can help write the brief. If you have a single question, a Tech Second Opinion, a short written review of a quote, proposal or build, costs less than a monthly arrangement. If you only want someone to approve a decision you have already made, we will still tell you what we think.
FAQ
Questions we get asked
What does a fractional CTO do each month?
We check progress against the plan, answer your team's technical questions, review vendor work and prepare the next decisions. The mix changes with your needs: some months are mostly about vendors, others about how the system is built or about hiring.
How is a fractional CTO different from a consultant?
A consultant answers one question and leaves. A fractional CTO stays, takes part in your regular decisions and remains responsible for the direction over time.
Can a fractional CTO also build the product?
TechSum can build it if you want us to, with the same team. We still write our advice so you could take it to another team, because good advice should not depend on who gets the build.
How is it billed?
Monthly, under a Fractional Leadership arrangement agreed in writing. We never sell or report the work by time spent.
How do we end the arrangement?
We plan for that from the start. Decisions, access and documentation are written down as we go, so you can hire a full-time lead or move on without losing anything.
